Here's a bug I haven't seen before.  Doubtlessly it's not new.  I defy anybody to assign my two free skill points for Igashira Yasuhiro.  This problem applies to all crew on all my planes.

 

 

Restarting the game with a cleared cached resolved the problem.

Requires the usual full client restart. In my experience has not required anything more complex than that. 

 

However, this weekend I also had a similar/related glitch on US server where no contacts appear available and server messages don't arrive (the information stream that lets you know if you were awarded the daily 5000 when starting the game for example)

The game was fine aside from that and indeed the 5000 silver was being awarded and counted. Just no notification. - Restarts would not resolve this but it sorted itself out on Sunday.
