Very simple to answer. Hitler wanted dive bomber. Four engine bombers always start burning while diving. So Germany was stupid enough to attack Russia without heavy bombers which gave Stalin time to build lots of tanks which had to be destroyed by the Landsers instead of destroying the tank factories by the Luftwaffe. The Nazis became victims of their own Stuka propaganda myth.
