is ther any way to make game lower graphic? like comperss mod in wot?

I'm not aware of any mods that adjust your graphical settings simply because I've found the in game controls sufficient.
Go "Cogwheel"...
...Settings > Graphics tab and adjust what you see here:

i ask for a mod to make game comperss like WOT if just make setting work it will be good and never ask
the mode for wot:
Compressed textures for weak computers WOT 1.3.0.1
but i need one for wow soo get more frame as you know this game is 99% cpu use and cant make good use of graphic cards

As pointed out running the SD (standard definition) client will basically do what you are asking by using less graphically demanding assets.
WoWp is an old game and isn't particularly demanding of even the most modest hardware. I have a 10 year old laptop that can play it just fine provided it's on a wired connection or reasonably good WiFi.
WoWp does become problematic with poor network connection, including FPS so low that even flying bombers can become a slide show. Reducing the GPU load or asset quality won't help with this.
